Context

* The gathering and analysis of information from the previous phase feeds into this deliberative phase. I imagine that there will be iterations between the analysis of facts and deliberations surrounding the subjective interpretations of facts.

Intention

* Use insights from Dialogue and Deliberation in order to mediate disputes between conflicting parties.
* Use the deliberative process to "Democratize" the process of narrative content development.
* Satisfy the three conditions for effective deliberations and diverse participation:

* Legitimacy -- The decision-making process is somehow connected a legitimate power structure.

* The finished documentary will reflect input from volunteers
* Mainstream News Organizations & other citizen journalist projects will be looking to adopt the developed best practices.
* Political consultants could use the developed Drupal modules for political campaigns.

* Representative -- Their community will be impacted by the decision.

* Potential to shift practices by local news organizations
* Potential to effect public opinions on Iraq policy
* Potential to catalyze participation in other citizen journalist efforts
* Potential that national or community citizen journalist projects will use the developed Drupal modules or analytical methods for local issues

* Neutral Space -- Rely on facilitated dialogue where their viewpoint will be heard and considered

* Consider and hear every perspective
* Neutral space might be difficult with the advocacy presuppostions of "The Echo Chamber."
* Remember that "There's a paradox in every paradigm" and that "There's a grain of truth in every perspective."

What I have

* Preliminary contacts with the citizen journalist coordinator at the Greensboro News & Record.
* An engaging topic that has the potential to catalyze a broad range of volunteers into deliberative dialogues.

What I need

* More background information and insight for implementing dialogue and deliberation using a Drupal infrastructure.
* Feedback from other efforts for scaling Dialogue and Deliberation.
* Assistance in developing the associated operational framework and Drupal modules
